Main objectives of HR department

  • To provide the organization with qualified specialists;
  • To create necessary conditions for effective use of employees’ knowledge, skills and experience;
  • To develop scheme of payment and motivation;
  • To rise personnel’s labor satisfaction;
  • To give an opportunity to employees for professional development and advancement;stimulate creative activity;
  • To form and keep favourable moral and psychological atmosphere;
  • To improve assessment methods of personnel, internal change and career management;
  • To participate in organizational strategy development (transformation of corporative strategy to strategy of human resources management, selection in accordance with the strategy of organization’s business and culture, wide development of social partnership).

University management documents are defined by HR department’s competences and functions. “Information management system of “HR DEPARTMENT””  was designed on the basis of common technical policy and technology usage for organization and development of documentation system by university management.

Database of university employees, it is constantly replenished by reliable information, efficiency data search;

  • Detailed personal record file of employees;
  • Orders of different status and kinds, to keep orders long time, to sort and select them by different features;
  • To reckon, to select from  archives automatically;
  • To view information about annual vocations, results of vacancy filling competition and personnel qualifying;
  • To record number of employees by position, degree, sex age, experience, nationality, education, etc.;
  • To keep record of any personnel operation.
  • STRUCTURE of

    HR Department

 

Responsible for  Humanitarian, Financial economical, Culture and  Art faculties, , timelypreparation of employment, transfer and discharge documents in accordance with Labour Code, Regulations, Instructions;

  • Executions of orders on MA course;
  • Formation and registration of personal records;
  • Execution and registration of work records;
  • Making up records, staff number calculation, faculty staff list.
  • Responsible for  timelypreparation of employment, transfer and discharge documents of administrative-executive personnel in accordance with Labour Code, Regulations, Instructions;
  • Methodical guidance of personnel officers on correct keeping and  saving of personal records, work records and other documents;
  • Translation of HR department documents into Kazakh;
  • Formation and registration of internal documents;
  • Making up statistic records of university staff.


Follows the information about quantitative and  qualitative composition  of staff, timely data base update of system “1C Cadre”;

  • Participates in work on methodical and  dataware of certification and competitive committee, formation of its decision;
  • Participates in development of quality management system;
  • Responsible for  timelypreparation of employment, transfer and discharge documents of administrative-executive personnel in accordance with Labour Code, Regulations, Instructions;
  • Record and reservationof people liable to military service,  regular labour force and students in accordance with Instructions;
  • Revision of  people liable to military service with registered data of Department of Defense;
  • Issue of referenceto draftees to Department of Defense;
  • Making up records of working reserve officers, rank and file; sergeants reserved for mobilization;
  • Passport regulations among teachers, students, workers;
  • Registration of foreigners, visa inspection of foreign students.
  • Methodical practical  help on formation of departments’ documents to archives;
  • Member of expert commission onassessment of  documents value according to university nomenclature;
  • Documents systematization in the frame of archive;
  • Issue of archival references;
  • Develops and introduces suggestions on improvement of university office work.
  • Organizes registration, record, save and transfer documents to departments including orders and instructions of governing body, forms records gives to storage files;
  • Receiving, registration and sending express, registered mails and faxes;
  • Controls expiry date of documents, first-hand view of order documents;
  • Develops  and organizes activities on improvement of office  work;
  • Develops and introduces suggestions on improvement of university office work.
  • Responsible for Physics-Mathematics, Natural-technical, Law, Pedagogics and Psychology faculties, timelypreparation of employment, transfer and discharge documents in accordance with Labour Code, Regulations, Instructions;
  • Formation and registration of personal records;
  • Execution and registration of work records;
  • Making up records, staff number calculation, faculty staff list.
  • Making up statistic records of university staff.
  • Issue and registration of authorities for travelling on official business.
  • Controls labour discipline at university departments and keeping internal regulations;
  • Responsible for registration, keeping and saving of employment labour agreement with university staff of all categories;
  • Report and registration of all kinds of orders and distribution of copies via office;
  • Controls timely writing of  reward entry to work-books of the staff;
  • Registration of orders;
  • Recordoftimesheet. 

The first thing  for HR department specialists is to know HR records and be well grounded in Law.
